i know, but i know it wasn't listed on pc world's worst games of all time just because of its tasteless subject matter but also because of the poor design, horrible controls, gameplay, etc. if you're going to make a game this controversial it should at least have some solid foundation to fall back on.
I guess, but that wasn't ever really the point. The creator was trying to expand the use of games in general as a legitimate medium of art. Art in this case pertaining to the exploration of society, and understanding injustice and malfunctions. The only reason I can think of for it needing to be good would be to spread knowledge of its existence and make it more renowned, but it's famous enough already without having to have decent or memorable gameplay.
