i didn't know ISPs were throttling downloads at all. i thought it was strictly uploads that were being throttled.

and i'm not sure about what that graph indicates. do you have any idea of what type of technology they're using to throttle you? do you think it's sandvine like comcast? cause if it's sandvine there are ways you can check to see how often you're getting RST packets.
